Hi Darla:

Yes, some positions are designated for veterans, but some are not. You just
have to read the job announcement carefully. It tells you who is allowed to
apply. Some positions are designated for veterans and people who qualify for
a Schedule A appointment, which includes blind people. 
Those that allow anyone to apply are the hardest to get since the agency
gets so many applications. Hope this helps.
