The Veterans Administration is hiring other mental health professionals now, 
not only Clinical Social Workers, and, some positions are open to those who 
are registered interns as well.

Another good place of employment is the Department of Veterans' Affairs
where I work. I've seen social work positions posted within the last six
months. However, you will need an MSW to qualify.
