As I understand it, JAWS 16 can do OCR on a whold PDF that is an image. I
think you do jaws key-space, then o for ocr and d for document but could be
wrong.
Did around in jaws help, or the what's new in 16 on their site, or write
support at freedomscientific.com and ask for instructions.
