Good morning, Lisa,

         Yes, open-book exams are thought to be "harder" but as yoou 
may have found out, they are a much more meaningful alternative to 
those hideous standardized things, which beg you to actually 
demonstrate a litteracy of the material, not just pulling A., B. or 
C. out of your ass.
