Mary,
	I opended the PDF again and marked it for reading and I did not need the OCR to read it.  I think that the problem is that the document is not marked.  I went into my accessibility settings and made it so that every document that is not marked up requires me to manually mark the document (that is to allow Adobe to mark it up).  This has made a difference in the way that I have been able to read documents.  I don't know if this is any help, but I recognize your frustration.

	I saved the document first.  I opened the documentand make sure that it processes thoroughly.  It is a large document so it may take a few minutes.  The OCR process also takes a bit due to the size of the document.  I got a message to wait for the process to finish.  Does this help?
