[HumanSer] Reasonable accommodation in licensing

I am attempting to get a reasonable accommodation from the state board of social work asking for more time to complete the application and a large print applicaiton form My state says the staff have no authority to grant accommodations so my request needs to go before the board members which could take years due to a backlog in cases. The only way to get an accommodation is for the board to "open a case" on me. When they open a case, they perform a background and if you fail you could lose the license you already have. Currently I am a master social worker trying to bccome a license clinical social worker. The only way they will open a case is if you apply to take an exam or apply for a license and get turned down. Every state licensing board has a question on the application asking if you have ever been turned down so if you want and accommodation it will be harder to get license in any other state. The state board also requires you to have an attorney at the hearing. The only way to describe the process is institutionalized retaliation. The A.D.A Coordinator says she can't do anything because the agency has not given her any authority to make decisions. I can't find an attorney who takes this type of case.
