ARTICLE V: OFFICERS AND THEIR  DUTIES
Section One: Elections
There shall be elected at the regular  annual business meeting, a 
President, a First Vice President, a Second Vice  President, a Secretary, a 
Treasurer, and two members of the Board-at-Large.  The terms of their offices shall 
be two years in length and shall begin at the  close of the business meeting 
at which they are elected and qualified.   Silent balloting will occur upon 
the request of any member.  Officers and  Board members at large shall be 
elected by a majority vote of all members  participating and voting.  If no 
nominee receives a majority vote on the  first ballot, the name of the person 
receiving the least votes will be removed  from the list of nominees and a 
second ballot recorded. This procedure shall  continue until one candidate 
receives a simple majority of the votes.   The President, First 
Vice-president, and Second Vice-president must be  students who are blind.  At least a 
majority of the Board of Directors  must be blind students.  The term “student”
 is defined as any individual  who is enrolled in secondary, 
post-secondary, or trade school 1) during the  academic year in which the election is 
held, 2) during the academic year prior  to the election, or 3) during the 
academic year following the election.   The Board members at Large must be blind 
but are not required to be students.  

Proposed Changes:
-        Replace “two” with  “four” in Sentence one.
-        Insert”The positions  of President, First Vice President, Second 
Vice President, Secretary,  Treasurer, and two Members of the Board-at-Large 
will be elected during even  numbered years, while the remaining two Members 
of the Board-at-Large will be  elected during odd numbered years.” After 
Sentence 2.

office.  One of the two Board members at large shall serve as a  liaison 
between the Illinois Association of Blind Students and the National  Federation 
of the Blind of Illinois, while the other shall serve as a liaison  between 
the Illinois Association of Blind Students and the National  Association of 
Blind Students.  

Proposed Changes:
-   Strike “One of the two Board members at large shall serve  as a liaison 
between the Illinois Association of Blind Students and the  National 
Federation of the Blind of Illinois, while the other shall serve as a  liaison 
between the Illinois Association of Blind Students and the National  
Association of Blind Students.” 

Original Language:
ARTICLE VI:  BOARD OF DIRECTORS
The Board of Directors of this Organization shall  consist of five 
Constitutional Officers and two Board members at large. The  Board shall meet at the 
call of the President or on written call, signed by a  majority of the 
Board Members. The Board shall advise the President and shall  have charge of 
the affairs of this Organization between meetings. At least a  majority of the 
Board must be present to constitute a quorum to transact  business. The 
board may be polled by telephone, mail, or email ballot on any  question.
