The Chicago Department of Public Health (CDPH) is strongly encouraging residents to avoid non-essential travel to states experiencing a surge in new COVID-19 cases. Essential workers and individuals who commute from Wisconsin to Chicago for work and school purposes are not subject to the mandatory self-quarantine. However, they must comply with the following requirements:

 

*    Avoid any non-essential interactions until the quarantine period has ended, limit activities to work-related activities, and avoid public spaces as much as possible;

*    Monitor temperature, watch for symptoms, wear a face covering in public, maintain social distance, and clean and disinfect workspaces;

*    To the extent possible, avoid extended periods in public, contact with strangers, and large congregate settings.

 

Exceptions to the Order also apply to personal travel for medical care and parental shared custody reasons, as well as to travelers passing through designated states for less than 24 hours in the course of travel. However, if your final destination is a state on the designated list, then you must quarantine for 14 days, even if you are in that state for less than 24 hours.

 

Additionally, Chicago residents should be advised that Illinois has been added to the travel order lists of Connecticut, New Jersey, and New York. Residents should plan accordingly if they are traveling to these states.

 

The City continues to closely monitor the spread of COVID-19 in other regions across the country. Chicago’s quarantine list of states will be updated every Tuesday and go into effect the following Friday at 12:01 a.m.

What's New

 

Together Now — Mayor Lori E. Lightfoot yesterday announced that the City is awarding $6.2 million in grant allocations to the Together Now fund applicants. The Together Now fund was launched last month, in partnership with Chicago Community Trust and One Chicago Fund, in an effort to provide assistance to small businesses and not-for-profits in Chicago that have experienced economic distress and significant operational losses due to COVID-19, or have experienced damage from events of nationwide protests and unrest. The City received more than 4,000 applications before the online application closed Monday, June 29. The City carefully reviewed each application to ensure it met City criteria, and grants for qualifying applicants were then selected through a lottery system. To further ensure an equitable grant process, the City made allocations to account for a disproportionate impact felt in particular neighborhoods throughout the city. The initial round of grants helped more than 1,500 small businesses, with additional recipients to be named through a second round of funding. The second round will focus on awarding grants in community areas that received a disproportionately low number of eligible applicants during the first round. As part of this effort to support Chicago’s businesses, the City announced new reforms to the Expanded Outdoor Dining Program that will make it easier for bars, taverns and breweries affected by the latest rollback of the reopening guidelines to operate outdoors. Effective immediately, individual establishments that serve alcohol without a Retail Food License may apply to use this program to temporarily operate on the sidewalk in front of their establishment. The sidewalk space utilized by bars and taverns must be set up with six feet of pedestrian clearance remaining, and service areas must be enclosed by a barrier, similar to sidewalk cafes. Furthermore, liquor establishments must identify a partner food establishment to ensure that food is available for patrons. Additionally, bars and restaurants can use the Expanded Outdoor Dining Permit to temporarily operate in locations that would typically require the permanent Outdoor Patio License, reducing time to receive approval by up to two months and removing additional regulatory burdens that have prevented some applicants from receiving their permits. The guidelines will go into effect on August 15 and apply to school-based sports, travel clubs, private leagues and clubs, recreational leagues and centers, and park district sports programs. Per the guidelines, sports will be categorized into three risk levels: lower, medium, or higher. The level of risk is based on the amount of contact and proximity between athletes during play. Additionally, four levels of play are allowed based on current public health conditions: 

 

*    Level 1: Only no-contact practices and training allowed

*    Level 2: Intra-team scrimmages permitted with parental consent for underage youth but no competitive play allowed

*    Level 3: Intra-conference, intra-EMS-region or intra-league play allowed; state- or league-championship games allowed for low-risk sports only

*    Level 4: Tournaments, championship games, out-of-conference/league play, and out-of-state play allowed

 

Lower risk sports can be played at levels 1, 2, and 3. Medium risk sports can be played at levels 1 and 2. Higher risk sports can only be played at level 1. Sports organizations should also follow measures such as taking temperatures and monitoring for symptoms of COVID-19. Athletes should not participate in sports if they are sick. Organization staff should notify local health departments if individuals have symptoms or test positive and should keep attendance records to assist in contact tracing efforts. Athletic equipment should be cleaned between each use. Personal equipment such as helmets, pads, or gloves should only be used by one person and not shared. When You Can Be Around Others — If you think or know you had COVID-19, and you had symptoms, you can be with others after at least 10 days have passed since your symptoms first appeared and it has been at least 24 hours with no fever (without using fever-reducing medications) and improved symptoms, whichever is longer. For example, if you have a fever and coughing for 7 days, you need to stay home 3 more days for a total of 10 days. Or, if you have a fever and coughing for 10 days, you need to stay home 1 more day with no fever for a total of 11 days. It is important to remember that anyone who has been around a person with COVID-19 should stay home for 14 days after the last day they were in close contact.

Awardees will receive grants between $2,000 and $3,000 based on COVID-related financial hardship and monthly housing costs for Chicagoans making 60% of the AMI or below. Applications for the DOH Housing Assistance Grants will be accepted through August 10, 2020.

 

*    Recognizing that property owners are also experiencing hardships during the coronavirus pandemic, the DOH Mortgage Assistance Program will award a maximum of $3,300 directly to lenders to cover past-due payments, future payments, or both for property owners. Applications for the Mortgage Assistance open Monday, August 3, 2020.

As the Cook County eviction moratorium is set to end on August 22, 2020, the City of Chicago is also ensuring that residents are aware of their rights and have proper legal representation. Through the COVID-19 Eviction Defense Program, the Lawyers Committee for Better Housing (LCBH) will offer pro-bono services in eviction court through the end of 2020. COVID-19 Eviction Defense Program services are available for residents who earn 60% of the AMI and below.

Testing — The City has partnered with the Community Organized Relief Effort (CORE) and is currently operating four static testing sites to increase access to testing for COVID-19. These sites are operational from Monday through Friday, 10 AM – 4 PM, both as drive-thru and walk-up locations. Additionally, the City is partnering with community-based organizations to bring mobile testing sites to communities that need them most. Testing is recommended for:
