Edwin.  Look for the Guild For The Blind.  Go to their website.  Look 
under Guild Briefs.  You will find the answer.  The changes are stated 
there.  You cannot send free matter internationally.  If you were a 
newsline user, you would have called and found out.  USE NEWSLINE!!
