This is very concerning and should scare all of us.  Read carefully, and
contact your state Representative and Senator and urge them to do whatever
they can so that Voices of Vision receives the funding it is owed!

Voices of Vision Talking Book Center to Close

Due to Lack of State Funds



GENEVA, IL    The Voices of Vision Talking Book Center (VOV) is slated to
close after July 2010 because it has not received almost $450,000 of its
allocated grant funds from the State of Illinois. The VOV program serves
residents of 12 counties in northern Illinois who are unable to read print
materials due to visual or physical impairments. Voices of Vision users
are provided with talking books and other program materials and services,
distributed postage free via the United States Postal Service. The program
is housed at and operated by the DuPage Library System (DLS) and funded
through a contract with the Illinois State Library.



The DLS Board of Directors held a special meeting on Thursday, April 22,
2010 and voted to implement a plan for closing the center after the end of
the fiscal year. The program has received less than 3% of its funding for
the current fiscal year from the State of Illinois, equivalent to less
than one month of operations.



"The DuPage Library System has housed and operated the VOV program since
1992 and remains committed to being a part of the statewide and national
network of libraries that provides talking books and Braille services,"
said Su Erickson, DLS Board President. "Unfortunately, DLS is not in a
financial position to fund next year's program if we haven't received
state funding for this year's program."



"The DLS Board has carefully and diligently monitored the VOV funding
situation," stated Tom Sloan, DLS Executive Director. "We are hopeful that
the program will receive this year's funds and will not need to close."



Sloan commended the DLS board at Thursday's meeting for funding the
program for the current fiscal year with the organization's reserve funds,
particularly since the State of Illinois is also behind in payment of
grant funds owed to DLS for system services. For the current fiscal year,
the library system is still owed 43% of its funding by the State of
Illinois.



Secretary of State and State Librarian Jesse White has successfully
redistributed grant monies to do as little harm as possible to the funding
of library programs. DLS has actively communicated with members of the
Illinois General Assembly, informing them about VOV services and asking
them to seek the release of VOV funds.



The DuPage Library System is one of nine regional, multitype library
systems in Illinois that support local library services. Organized in 1966
under the provisions of the 1965 Illinois Library System Act, the System
consists of almost 140 members, including academic, public, school, and
special libraries in portions of Cook, DuPage, Kane, Kendall, and Will
