The Illinois Department of Human Services ' Division of Rehabilitation
Services (DHS /DRS) is seeking qualified candidates for the following
vacancy:

 

SUPERINTENDENT

 

Illinois School for Deaf and Illinois School for the Visually Impaired

Jacksonville, Illinois

 

This position will administer both schools in Jacksonville, Illinois; the
Illinois School for the Deaf (ISD) and the Illinois School for the Visually
Impaired (ISVI), serving students age birth to 22, who are Blind or Visually
Impaired and Deaf or Hard of Hearing.  This administration and supervision
includes more than 400 students and 350 staff, including residential and day
students and outreach programs.

 

General responsibilities include:

 

*        Develop and direct the operations and activities of the schools and
the schools' programs.

*        Formulate and implement policies and procedures to support the
operating objectives of DHS.

*        Participate in planning and programming agency activities mandated
by legislation, regulations and the Secretary.

*        Act authoritatively on policy issues impacting agency management
and statewide agency operations.

*        Establish policies utilized for implementation and maintenance of
programs.

*        Confer with the Secretary and administrative staff on feasibility
of recommended policies.

*        Interpret new legislation and administrative policies and
procedures.

 

Specific duties include:

 

*        Direct, coordinate and review the organization and administration
of new and existing educational programs, operations and functions
concerning the education, residential, rehabilitation and medical services
for children at ISD and ISVI.      

*        Work within the federal and state guidelines and requirements
related to the educational and residential components, ratios of staff to
students in all areas (classrooms and dormitories), access to related
services as listed in the Individualized Education Plan (IEP) and
technology, etc.

*        Research and prepare the annual operating budgets for ISD and ISVI;
coordinate revision of these budgets as determined necessary to the Division
of Rehabilitation Services (DHS) and the Office of Budget or in response to
state or federal mandates.

*        Review cost, budget and performance reports.  Prepare analytical
summaries and reports for the supervisor with recommendations, predicated on
management criteria, defining area requiring additional funding, expansion
or retrenchment, procedure revisions, etc.

*        Review current operating policies, procedures and programs to
ensure effectiveness of the students served.  Develop plans to expand focus
and purview of the schools into specialized resource centers for specific
disabilities served.

*        Plans and implements outreach activities within the state and with
local educational agencies to ensure cognizance of the services available at
ISD and ISVI.

*        Serve as agency spokesperson for the schools for the Secretary and
DRS Director.  Serve as primary liaison with the Illinois State Board of
Education, professional educational organization, parent organizations and
lay groups concerning educational issues for children who are Deaf, Hard of
Hearing, Blind or Visually Impaired.  Represent DHS/DRS at meetings and
conferences.

*        Monitor administration of operations at both schools through
subordinate supervision through assignment and review of work
products/performance.  Provide guidance and training, counsel staff
regarding work performance, reassign staff to meet day to day operating
needs, etc.  Establish annual goals and objectives, recommend and impose
discipline, prepare and sign performance evaluations and determine and
recommend staffing needs.

*        Review legislation affecting the delivery of education services to
youth and make recommendations for amendment.  Review proposed legislation,
resolutions and federal/state regulations for application to the educational
and residential programs at the schools. Recommend appropriate agency
responses and necessary documentation and/or testimony.

*        Use sign language in all daily activities.

  

Qualifications:

 

*        All candidates must have an advanced degree in special education or
related field (doctorate preferred).

*        Must be vision or deaf education certified (or receive
certification within a specified time period).

*        All candidates must have a Type 75 Administrative certificate.

*        Must have a Superintendent Endorsement (or the ability to get this
endorsement within a specific time limit).

*        All candidates must have a minimum of three years teaching
experience with students who are Deaf or Visually Impaired.

*        All candidates must have a minimum of three years experience in
educational administration.

*        Must be proficient in American Sign Language.

 

Salary Range and Benefits:

 

The annual salary range for this twelve month position is $51,540 to
$126,000, commensurate with experience and qualifications (up to five
percent over current salary, not to exceed $126,000).  This position is
exempt from the Illinois Personnel Code but receives all health care, vision
care, dental and life insurance benefits, direct deposit, deferred
compensation, liberal benefit days and other payroll benefits.
