There are a couple ways. One is take the capitol limited to dc and tramsfer to a regional train to baltimore. You cannot do a day trip to baltimore. You leave chicago late afternoon and you get there the middle of the afternoon the next day.

Amtrack?  How often does the train run and how convenient is it?  Could one
