Bruce,

In regard to your immediate question, the two agencies are separate
and have no relationship with each other.  However, this does not mean
that people with disabilities are excluded from other employment
programs the state offers.  Under Federal anti-discrimination laws,
you have a right to utilize all government services.  The mainstream
state employment office offers job placement services from the same
database of jobs that DORS counselors have access to.  However, you
were not seeking this service, but services that are not offered by
DORS.  If you really want to be employed, then you need to be willing
to do what it takes to be included in mainstream employment services.
This could include an openness to taking action against any worker who
tells you that you cannot or should not participate in the mainstream
employment services to which you are legally entitled.  In my
experience, I just signed up and appeared for these kinds of programs.
 I had no hassles when they noticed I was a blind person. Staff asked
about DORS but in a way that was helpful not deflective.  I shared how
I was using all resources and they understood.

As Nick said, most jobs are found through people we know.  If you
haven't read it already, check out the book "What color Is Your
Parachute."  It is highly informative.  during the past several
decades it has been published, surveys consistently find that about 70
percent of all jobs are obtained through networking.  the book
explains how.
