No, just the opposite.  It will help blind people.  The iPhone apps of
these companies are usable with VoiceOver.  The prices are
significantly lower with many more drivers available.  Bruce Rauner,
the Republican candidate for governor, said months ago that he would
definitely veto this legislation.  Pat Quinn has dithered on this for
many weeks.  Rideshare is an example of entrepreneurial innovation
that creates new business models that offer services at drastically
lower prices with greater availability.  With most blind people
unemployed or working in jobs with minimal pay, many welcome a service
that provides rides that arrive in minutes at a fraction of the cost
of typical cab fare.
