I think both Patty and Kelly are correct.  Patty is right when she says some regulation is necessary to protect the rights of service animal users because there have been cases in other places where some service animal users have been denied pick ups by ride sharing drivers.  

However, Kelly is correct when he says that ride sharing is an affordable and more flexible way of transportation than current cab companies.  People need to keep in mind  the very same cab interests who pushed the legislature to pass the bill that was vetoed are the very same people who themselves have had a spotty record when it comes to accessibility and picking up guide dogs and other service animal users so let's remember that as we look at whether ride sharing is good or bad for blind consumers.
