Hello all,
Last week, the list moderator, Robert Gardner posted to this list setting forth some ground rules for the list. One of the things he asked all of us to is contact him directly if you had a problem with what was posted. I would once again ask that you all do send any comments you have directly to Bob so he can address them.

 None of us is ever going to agree with every single item that is posted to the list.
In addition, I wish to point out that any blindness related information can be posted to our list, especially as here, it is from one of our members, who is in one of our divisions. The parents, students, and merchants are all part of the National Federation Of The Blind Of Illinois.

I would appreciate everyones cooperation and understanding.

>>> Republicans Take Shot at Social Security
>>> Benefits for the disabled and their children could be cut by 20 percent cut next year if House Republicans get their way. A new House rule creates a legal obstacle course that would make it much harder to shift funds from the Social Security retirement account, which has a big surplus, to the smaller disability account. The transfers were done routinely in the past under both Republican and Democratic presidencies, including four times under President Ronald Reagan.
>>>
>>> New GOP Congress Fires Shot At Social Security On Day One
>>> By:  Dylan Scott
>>> Talking Points Memo
>>> Wednesday, January 14, 2015
>>>
>>> With a little-noticed proposal, Republicans took aim at Social Security on the very first day of the 114th Congress.
>>>
>>> The incoming GOP majority approved late Tuesday a new rule that experts say could provoke an unprecedented crisis that conservatives could use as leverage in upcoming debates over entitlement reform.
>>>
>>> The largely overlooked change puts a new restriction on the routine transfer of tax revenues between the traditional Social Security retirement trust fund and the Social Security disability program. The transfers, known as reallocation, had historically been routine; the liberal Center for Budget and Policy Priorities said Tuesday that they had been made 11 times. The CBPP added that the disability insurance program "isn't broken," but the program has been strained by demographic trends that the reallocations are intended to address.
>>>
>>> The House GOP's rule change would still allow for a reallocation from the retirement fund to shore up the disability fund -- but only if an accompanying proposal "improves the overall financial health of the combined Social Security Trust Funds," per the rule, expected to be passed on Tuesday. While that language is vague, experts say it would likely mean any reallocation would have to be balanced by new revenues or benefit cuts.
>>>
>>> House Democrats are sounding the alarm. In a memo circulated to their allies Tuesday, Democratic staffers said that that would mean "either new revenues or benefit cuts for current or future beneficiaries." New revenues are highly unlikely to be approved by the deeply tax-averse Republican-led Congress, leaving benefit cuts as the obvious alternative.
>>>
>>> The Social Security and Medicare Boards of Trustees estimated last year that the disability insurance program would run short of money to pay all benefits some time in late 2016. Without a new reallocation, disability insurance beneficiaries could face up to 20 percent cuts in their Social Security payments in late 2016 -- a chit that would be of use to Republicans pushing for conservative entitlement reforms.
>>>
>>> "The rule change would prohibit a simple reallocation! It will require more significant and complex changes to Social Security," Social Security Works, an advocacy group, said in a statement Tuesday. "In other words, the Republican rule will allow Social Security to be held hostage."
>>>
>>> Policy wonks who follow Social Security saw the GOP rule change as a play for leverage.
>>>
>>> "Everybody's been talking about entitlement reform. Mr. Boehner and President Obama were pretty close to coming up with some kind of grand bargain, which ultimately fell apart," Tom Hungerford, senior economist at the liberal Economic Policy Institute, told TPM. "Maybe this could be used as a hostage to try to get back to something like that."
>>>
>>> For their part, congressional Republicans were fairly transparent about their thinking. Rep. Tom Reed (R-NY), who has been outspoken on the disability program, co-sponsored the rule amendment. The disability program has been a favored target for the GOP; members were warning last month that the program could be vulnerable to fraud.
>>>
>>> "My intention by doing this is to force us to look for a long term solution for SSDI rather than raiding Social Security to bail out a failing federal program," Reed said in a statement. "Retired taxpayers who have paid into the system for years deserve no less.”
>>>
>>> Liberal analysts counter, however, that the retirement fund, which pays out $672.1 billion in benefits per year versus $140.1 billion for the disability fund, is more than healthy enough to allow for a reallocation, as has historically been done. CBPP's Kathy Ruffing wrote that, if a transfer was made before the 2016 deadline, both funds would be solvent until 2033.
>>>
>>> The Republican angle in preventing that move then seems obvious.
>>>
>>> "By barring the House from approving a 'clean' reallocation in 2016, the rule will strengthen the hand of lawmakers who seek to attach harsh conditions (such as sharp cuts in eligibility or benefit amounts) to such a measure," Ruffing wrote.

>>> Happy 20th Birthday, Jaws for Windows
>>> Episode 102 of Freedom Scientific's FSCast podcast reminds us that 2015 marks the 20th anniversary of the JAWS for Windows screen reader. In fact, Jonathan Mosen reminds us that January is, in fact, the month in which JAWS turned 20. I remember installing and using JFW 1.0 back in January of 1995 and I thought I'd dedicate this short blog post to some of my early memories of that product and of that time in general.
>>>
>>> In 1995, I was working for Blazie Engineering providing technical support. Windows 3.1 was a fairly well-established operating system with several Windows screen readers already available, including Blazie's own Windows Master which I believe was already out at that time. While I had used Windows 3.1 and was familiar with it on a very basic level, I was a dedicated DOS user. While I was very familiar with Vocal-eyes and JAWS for DOS, ASAP from Microtalk was my screen reader of choice, along with a trusty Braille 'n Speak as my speech synthesizer.
>>>
>>> It was during the end of 1994 or the very beginning of 1995 when we received our boxed copy of JAWS for Windows 1.0, with January 19, 1995 being the official launch date of that product. If you really want to read a piece of classic assistive technology history, you can, courtesy of the Internet Archive's Wayback Machine, read the December 1994 Henter-Joyce newsletter which, among other things, contains the big announcement regarding JFW 1.0.
>>>
>>> Around this time, I found out that I had enlarged tonsils which needed to be removed. As I constantly used my voice to do my job, it was recommended that I stay home for two weeks during my recuperation. This was, I decided, the perfect time to finally dive into Windows 3.1 with our new copy of JAWS for Windows, version 1.0.
>>>
>>> The box contained a collection of cassette tapes with tutorials recorded by Eric Damery and Ted Henter. Eric's voice is very familiar to JAWS users as he annually introduces the new features which are being added to new JAWS versions. Eric has participated in these recordings since the very beginning of JFW and, even in the 1.0 days, was a fabulous and professional presenter. I think that the product was often referred to as JFW or JAWS for Windows more than it is today as Henter-Joyce wanted to distinguish it from the other JAWS product which ran on DOS machines.
>>>
>>> Once I listened to some of the tutorials, I installed the product onto my Windows 3.1 machine from the included 3.5 inch floppy disks, followed by the authorization key, also on a floppy, a form of copy protection I had previously never heard of and was having some difficulty wrapping my mind around. After all, in those days most software packages never had any sort of copy protection; you installed it and then used it.
>>>
>>> Well, the installation and authorization process went smoothly and, soon thereafter, I had JFW working with my trusty Bns 640. After all, for the most part we had no software-based synthesizers at that time and so you needed a bns, Accent, Artic, Audapter, Dec-talk or Doubletalk to get speech, with no Braille support at that time.
>>>
>>> They wanted JFW to feel like JAWS for DOS by giving it a PC cursor as well as a JAWS cursor. It included the insert-G hotkey to label graphics and the insert-T hotkey to read the window title, two features we didn't really need in DOS. Insert-down arrow was the "say all" key and the other keys on the numeric keypad tried to emulate what we were used to with JFD. I remember that first version crashing quite a lot but this was quickly fixed in an update which I probably downloaded from the Henter-Joyce BBS.
>>>
>>> If you're curious about what was added in JFW 2.0, you can go to their announcement on an old version of the Henter-Joyce home page, also courtesy of the Internet Archive.
>>>
>>> Those early versions would have seemed so limited to us compared to what we have today, but back then it was cutting-edge technology. The JAWS cursor could only move within the active window. When using the Internet, you had to press insert-f5 to reformat the page, which you read using the JAWS cursor. You couldn't freely navigate through a Web page using standard reading commands with the PC cursor the way you can with any screen reader today. If my memory is correct, that capability didn't get implemented until version 3.31. In fact, the ability to use single letter navigation keys, such as pressing H for heading or N to jump to the next block of text wasn't even implemented until a later version, probably around 3.5.
>>>
>>> What more can I say, except a happy 20th birthday to JFW, or JAWS as we now call it. JAWS has certainly come a long way in the past 20 years. I wonder what it will be like 20 years from now. I'm sure that it will be supporting Windows 43 or whatever OS Microsoft will have pushed out to us and we'll all have fond memories of running our screen readers on those ancient, primitive Windows 7 computers. It's too bad that the Internet Archive doesn't supply us with snapshots of pages from the future.

>>> Ernie Banks - I know this isn’t quite a blind issue, but please read this entire post and you will understand why I am sending this: I just found out that Ernie Banks (Mr. Cub) died this past Friday. I don’t know if any of you out there were involved in this, but in late May of 1972, the telephone pioneers were starting the beep baseball system in Chicago. They had a clinic out at Wrigley Field. Ernie Banks was one of the main Cubs out there to work with us. What an experience that was!!!!

>>> MEDFORD, OR -- Oregon's Commission for the Blind has filed a federal lawsuit against the U.S. Department of Veterans Affairs for allegedly failing to comply with the Randolph-Sheppard Act. The 1936 law gives preference to blind people to run vending machines on government properties.
>>>
>>> Oregon Attorney General Ellen Rosenblum, representing the Oregon Commission for the Blind, filed the suit in U.S. District Court in Medford, OR. It charges that the VA failed to follow the law at its Southern Oregon Rehabilitation Center & Clinics in White City, OR, The Oregonian reported.
>>>
>>> The lawsuit claims that for more than 40 years, the VA's White City facility has had as many as 600 employees and maintained a food court and 28 vending machines. Those machines have generated a net profit of about $6,000 a month in recent years, according to the suit. The newspaper story did not name the current vending operator.
>>>
>>> The Oregon Commission for the Blind accuses the VA of failing to follow the Randolph-Sheppard law. The state agency's concerns date back to 2009, according to The Oregonian, when it requested a permit to provide vending services at the White City facility.
>>>
>>> Veterans Affairs denied the request, claiming it was exempt from the law, according to the lawsuit. A panel of arbitrators, however, found that the law did apply to the facility and that the VA was in violation of the law. "Notwithstanding the issuance of the arbitration panel's decision, the VA continues to maintain that the (Randolph-Sheppard Act) does not apply to its facility and refuses to take any remedial action to issue the permit sought by the OCB or to otherwise prioritize blind vendors," the lawsuit alleges.

>>> Taste NY Vending Machines Make Rest Area Debut - Jan 14, 2015
>>> Taste NY vending machines have made their way from the Great New York State Fair to several rest areas in the state, according to Democrat & Chronicle. The machines—a joint venture between the New York State Department of Agriculture and Markets, the New York State Commission for the Blind and the New York State Department of Transportation—sell a variety of New York agricultural products that will be available on a rotating basis.
>>>
>>> In a previous statement, Governor Andrew Cuomo said, “One of the best ways we can support New York’s agricultural businesses is to expose them to new markets where their products can thrive, and today we’re opening up another frontier for local vendors from across the state.” The machines are located at the Clifton Park Rest Area and the Broome Gateway Rest Area.
