> Once again it is that time of year and our Fall Training Conference will be held at the President Abraham Lincoln, Double Tree Hilton, 701 East Adams Springfield, IL 62701 beginning at 6:00 pm Friday November 20th and will end with an Awards Luncheon on Saturday November 21st at approximately 1:00 pm.  Travel, lodging and normal per diem can be vouchered back to the state. Your lodging reimbursement will be based on single occupancy any additional costs incurred by additional guests will be your expense.

> The Illinois House reconvened this week for a two day overtime session.  The Senate is set to reconvene in Session on September 9th.  The House will next reconvene on September 24.

> There is still no compromise on the Fiscal Year 2016 budget or Governor Rauner’s Turn Around Agenda.  The state is now beginning its third month without an operating fiscal budget.  Absent a budget, any fiscal year 16 payments that are being paid by the Comptroller are being paid under consent decrees, court orders and continuing appropriations.  According to the Illinois Comptroller, the state is currently facing a $5.1 billion backlog in unpaid bills, including $2.2 billion in estimated vouchers still sitting at state agencies.  In the absence of a state budget, those figures are expected to increase.
>  
> This week’s over-time session seemed more like a veto session with the Illinois House taking action on a number of Governor Rauner’s vetoes and amendatory vetoes.   At this time, the Governor has vetoed 42 bills, Item Vetoed 1 bill, and Amendatorily Vetoed 20 bills.  According to the Illinois Constitution, the chamber of origin must “enter the Governor’s objections (the veto) upon its journal” on the next session day and then that chamber has 15 days to officially act on the Governor’s vetoes.   The other chamber then has 15 days to consider the veto after the override passes the chamber of origin.  Traditionally, the Illinois Legislature holds a separate Fall Veto Session to contemplate responses to the Governor’s action.  However, with the continuous overtime session this year, the Legislature has been forced to consider action on the Governor’s vetoes prior to even reaching an agreement on the current fiscal year’s budget. Today the House considered 11 vetoes.  Of those, 1 motion to override the Governor’s veto passed and 10 motions to override the governor’s vetoes failed.

> The most controversial veto override considered by the House this week was the motion to override the total veto of  SB 1229.  The bill is now effectively dead.  The legislation, which passed last May, provides that an independent arbitrator can decide the fate of the state’s labor contract if negotiations stall.  The state employee unions and the Governor’s office both engaged in extensive lobbying efforts on behalf of their positions.  The current contract expired on June 30th.  The Senate previously voted last month to override the Governor’s veto.   The House Republican Caucus was united against the veto override meaning all 71 House Democrats needed to be present and support the motion.  Although all 71 Democrats answered the attendance roll call, not all members were in attendance and in the end not all in attendance voted for the bill.  The bill failed 68-34-9.
>  
> After months of negotiations and bipartisan support, comprehensive legislation designed to combat heroin abuse in Illinois (HB1 ) passed the Illinois General Assembly in May.  The legislation strengthens prescription drug monitoring, increases availability of overdose medication, enhances penalties for doctor shopping, creates medication take-back programs, expands Medicaid coverage for opioid dependence medications and antagonists and requires health insurance to provide coverage for at least one opioid antagonist.  Over the summer, Governor Rauner amendatorily vetoed HB 1 to eliminate the Medicaid funding provisions.  Today, with bipartisan support, the House overrode the Governor’s amendatory veto by a vote of 105-5-0.  The bill now heads to the Senate.

> Below is a listing of other action taken by the House this week.
> An attempt by the House to override the Governor’s Amendatory veto of HB 219 failed in the House.  The underlying bill deals with the disconnection and separation of fire district territory.    The governor used his amendatory veto powers to add local government consolidation language.    The bill is now dead.
>  
> Legislation, SB 0570,  which essentially blocks the governor’s attempt to use a new administrative rule to limit eligibility and enrollment in the state’s subsidized child care program failed in the House.  The bill came up one vote short and could be considered again at a time when all 71 House Democrats are in attendance. 
>  
> The House adopted an amendment to add an immediate effective date to HB 972  which would block the Governor’s Office’s move to change “determination of need” scores for services for the elderly. The bill was not called for a vote on final passage.
>  
> The House failed to override the Governor’s total veto of HB 3507 which would keep services for DCFS wards until the age of 21.  The motion failed by a vote of 66-8-30.  The bill is now dead.
>  
> The House approved the concurrence of Senate Amendment # 1 to HB 2482 which sets the current determination of need score in statute.  The DON would be set at 37. The bill effectively blocks the Governor’s attempt to change the DON score via administrative rule. The bill now heads to the Governor.
