Yes.  As long as you have an individuals permission, you can sign up anyone.  Friends, neighbors, relatives ect.

when the petition first appeared on ill-talk on last week, I signed my name to the petition.  It certainly is important to keep the Randolph Shepherd Act alive. Would I be able to sign anybody who does not have a computer to the petition, particularly Ken Schad?
