Good morning NFBI, 

So very good to be able to chime in on something on this list serv! Sorry
I'm late to the party. I got the last batch of emails from this list serv in
a week chuck. 

First, I should probably disclose that this is strictly my own opinion; I no
longer work the national office of the NFB--this is not an endorsement from
the national office. 

That being said, I typically find that the types of task forces referenced
in the resolution do no harm. They definitely do not totally solve the
problems at hand, but I generally am of the opinion that anything, even if
it's small, that will help people with disabilities obtain competitive
integrated employment should be supported. 

Based on the text alone, (not knowing any politics that is going on behind
the scenes) I would support the resolution because of clauses in the whereas
section such as: 

"WHEREAS, there are many qualified persons with disabilities who are unable
to obtain competitive employment" 

And 


"WHEREAS, it is in the best social and economic interests of the City of
Chicago to expand competitive employment and economic opportunity for
persons with disabilities"

The term competitive employment means that it's employment at the minimum
wage or prevailing wage. 

If this resolution were to pass, and if there is a willing member of NFBI to
serve on the task force we should try to make that happen. 

That being said, there is reason for slight concern. Why in the "whereas"
section is the term "competitive employment" used, but in the resolve
section, the term "economic opportunity" is used?  To me these terms are not
synonymous. The resolution would be stronger if the term competitive
integrated employment were used, but my perspective is that the intent of
the resolution is to increase competitive integrated employment for people
with disabilities even though that is not said explicitly.
