[il-talk] Case Denial

I recently applied for rehab services from the state, and was turned down based on my income.  Does the state have a legal precedent for that?  I looked on the Internet at the fact sheet for the Rehabilitation Act of 1973 and didn't see any mention of income as a determining factor.
I know the state has an appeals proces but that takes awhile to be settled.  My job ends in July and I  would need to apply for services again if I don't have a job.  Do any of you have any suggestions?
