Kelly,

Whether or not the idea might be a good one insofar as the new governor 
is concerned, I believe that those in the position of creating a merger 
will have the pilot projects in place. If that is the case, I believe 
they will try to have some kind of a merger in place at or slightly 
before the beginning of the calendar year. That way plans will have 
already been implemented in the event the new governor wishes to 
appoint a new bureau chief, a new assistant bureau chief or both.
