I think this is a great start.  I would add a reference to the WCAG 2.0 standards in the discussion about accessibility.  This is something developers need to know so they can determine what they need to do to fix websites.  I would also state that accessibility applies to computers and mobile devices.

Is there going to be litigation on this? I think the letter is really strong.
