Notice of  Student Specific Corrective Action (SSCA) Universal Enrichment Remedy February 2020





 

 

 

Dear CPS Families, 

 

As part of our commitment to support students with disabilities, the district notified families in September 2019 about the district's Student Specific Corrective Action (SSCA) process to support students who may be eligible for a remedy as a result of a potential delay or denial of special education services during the 2016-17 and/or 2017-18 school years. After gathering additional feedback from parents, advocates, and the Illinois State Board of Education, CPS made additional improvements to our SSCA process to better serve students. 

 

To ensure families who may be eligible for a remedy to receive additional supports as quickly as possible, the district will offer automatic remedies to students who may have been impacted by changes to the district's electronic Individualized Education Program (IEP) system in prior years. These services will be called a Universal Enrichment Remedy (UER). Beginning today and through the next week, we will be notifying eligible families directly to offer a UER to ensure they have access to these supplemental supports as quickly as possible. 

 

The district has also identified a smaller group of students who will automatically have an SSCA meeting scheduled - as outlined in the September 2019 notice - but are not being offered an automatic UER. If your child qualifies for an automatic SSCA meeting, you will receive a notification letter starting in late March 2020. If you do not get a second letter, you can still request a meeting. Please Request a meeting if you believe your child was impacted by special education policies and procedures during the 2016-17 and/or 2017-18 school years, but you did not receive a notice regarding a UER or an  SSCA meeting.

Governor's Early Childhood Funding Commission Meetings.





 The Governor established the Illinois Commission on Equitable Early Childhood Education and Care Funding ("Early Childhood Funding Commission") in December 2019. The Commission shall study and make recommendations to establish funding goals and funding mechanisms to provide equitable access to high-quality early childhood education and care services for all children birth to age five and advise the Governor in planning and implementing these recommendations. The Commission will submit these recommendations to the Governor on or before January 15, 2021.

All Commission meetings are open to the public, and a designated time for public comment will be available on all Commission agendas.

Advocacy Training for Military and Newly Civilian Parents of Children with Disabilities.

 

Military Advocacy Training UIC is looking for participants for an exciting research project that will explore the effect of an advocacy training for military and newly civilian parents of children with disabilities.

Title of the Project: Developing and testing a family service specialist program for military and newly civilian families of children with developmental disabilities

About the Project: As a participant, you will participate in a special education advocacy training and complete a 20-25 minute pre and post-survey. Specifically, you will complete a survey at the beginning and end of the training. You will also complete short formative and summative evaluations. We believe that your experiences will help to inform the research about parent advocacy among military and newly civilian families.

Special Education Advocacy Training: At this training, you will learn about special education advocacy for your child with a disability. You will learn about evaluations, individualized education programs, and other school services.

March 17th and 19th from 9am to Noon (CST)

The training will be offered online

Potential Participants: Please consider participating in this study if: (a) You are a military family member or newly civilian family member of a child with a disability AND (b) Are older than 18 years of age and willing to complete an advocacy training

For your time, you will receive $30 in giftcards for participating in this study. Specifically, participants will receive a $15 giftcard after completing the pre-survey AND attending the training. Participants will receive the other $15 giftcard after completing the training and finishing the post-survey. You must attend the training to receive the giftcard.

    ISBE has developed Guidance and Frequently Asked Questions: Emergency Regulations for the Use of Time Out and Physical Restraint.We wish to thank the Special Education Committee of the Illinois Council of School Attorneys (ICSA) for its collaboration in the creation of this guidance document. The responses to the FAQs represent the consensus reached between ISBE and the ICSA Special Education Committee. This guidance is published for informational purposes only. Potential questions may arise that are not addressed in this guidance document. Questions may be submitted to Barbara Moore, director of Special Education, at bmoore at isbe.net, or you may consult your school attorney. We thank you for your patience while this guidance was being produced and hope you find it useful in your implementation of the emergency regulations.
