I have been using "Nearby Explorer" for years.
I am on android, and I believe they have an apple version as well.

There was a free version and a paid version.  The paid version has an
Explorer remote feature.  It is quite neat and handy. 
I have used it more than 7 major cities including Chicago.


I usually enter a week prior to my arrival the address of the Hotel and save
it as a favorite location.

I  then go to explorer mode and increase radius from 500 meters to 1 mile.
Now I can walke the streets virtually pressing compass navigation. I also
define what kind of places I want to be notified of.
Preraps I am hungry after my day at some local attraction. Where can I find
food close by? Extremely helpful for planning my trip ahead of time.
While there The app natively reads what is around, and can be over talkative
if you enable too much.

It will read off street numbers on the side of the street you are on.
Also can set destination and it will get you there.
It gives bus and rail schedules.

Now I paid a one time purchase of $65.00  6 years ago.  Totally worth it.

It is fun  when in car or uber use the app. You will hear places shouted out
and intersections.  So when you pass something interesting, tell the driver
you want to go there. Spontaneous by a blind person, what fun..

Ideally, there'd be an app that would allow you to put in the name of a
street and get the numeric location; e.g., you'd put in Western Ave. and
it'd tell you that it was 2400 west.  Please let me know if you're aware of
an app that has that functionality.
