If you want Outlook to auto populate email addresses you will need to check the box in Outlook Settings under mail, then send messages and look for the checkbox that says Use Auto Complete list to suggest names when typing in the To: From: CC, and BCC fields. If you want that on press spacebar on the checkbox. Use the same steps to uncheck this item.

I think that's what happened.  The system used to automatically put the person's email address in the CC field, but now it doesn't.
