If the person who is using the computer is completely blind/visually impaired they can use Narrator to go through the start up process for the new computer on their own. It is completely accessible with a screen reader.

I mean if they give you the computer right out of the box then you know I would assume you would set it up yourself. I mean I would hope they would give you a brand new computer that has not been opened. I mean I know it's frustrating and you're going to have to have the assistance with it to set it up but I don't want to hand me down computer but if it's refurbished you know I mean it's probably whatever they can give you.
