A PDF document needs to be tagged so that the document will have a structure
like Headings etc. so as to well readable. It's just similar to HTML
tagging. However, most of the documents on web may not tagged particularly
those on the public domain. 

PDF tagging can be done using Adobe Acrobat Professional. You may read more
details and some techniques at http://www.webaim.org/techniques/acrobat/

Hi, gang, and especially Annemarie,

I have a computer idiot question. I frequently get PDF documents and, 
when I try to open them, the program tells me they haven't been 
tagged properly.

What does it mean to be tagged properly? Is tagging something I can 
tell my sources how to do? Can I send a return message that says 
"could you please resend this message to me and have it tagged?" 
Would anybody on the receiving end be likely to know what that means?

Also, is Kurzweil better at dealing with untagged material than, say, 
Adobe Reader?

Just for info, my job has not been ended (at this point) but our 
staffing levels are abysmal, no overtime, more weekend work. I do 
appreciate our editors not pushing us constantly to "work! Work! 
Work!" They seem to understand that, like themselves, we can only do 
so much.

what's been hard is that we've been having a spate of illnesses: 
serious, bad illnesses that keep people off work for weeks at a time. 
It's so hard when one link in an already weak chain is gone.
