ROCKVILLE, Md., September 25, 2017-The Montgomery County Council will hold a public hearing at 7:30 p.m. on Tuesday, September 26 on Bill 28-17, Human Rights and Civil Liberties - County Minimum Wage - Amount Annual Adjustment, which would raise the County minimum wage to $15 per hour over a period of years, require a minimum wage increase each year, and require an annual analysis of the impact of the County minimum wage.

The public hearing will be held at 7:30 p.m. in the Third Floor Council Hearing Room.

Councilmember Elrich is the lead sponsor of Bill 28-17. Councilmembers Leventhal, Riemer, Hucker and Navarro are cosponsors. This measure follows the enactment of Bill 27-13 in 2013, which established a County minimum wage for private sector employees working in the County, unless the State or federal minimum wage is higher.

The County minimum wage established in 2013 was phased in over several years. The rate was set at $8.40 per hour effective October 1, 2014, and has increased incrementally to $11.50 per hour, where it is currently set. There are no current requirements in County law for further increases in the County minimum wage, which would change with the adoption of Bill 28-17.

A Health and Human Services Committee meeting on the bill is tentatively scheduled for October 9 at 9:30 a.m.

The Council also will hold a panel discussion about autonomous vehicles, at 10:15 a.m. in the Third Floor Council Hearing Room. The panel will focus on the rapid evolution of self-driving car technology and its potential impact on transportation in Montgomery County. It is anticipated that autonomous vehicle use will be widespread within 10-15 years. The following national experts will participate in the panel discussion: Mark K. Dowd, Former Senior Advisor, White House Office of Management and Budget; John Bowis, President and CEO, Chevy Chase Cars; Chris Greer, Director of the Smart Grid and Cyber-Physical Systems Program Office, National Institute of Standards and Technology; and Emil Wolanin, Deputy Director/Chief Operating Officer, Montgomery County Department of Transportation.

The Council also will introduce Zoning Text Amendment (ZTA) 17-07 - Light Manufacturing and Production - Brewing and Distilling. Council Vice President Riemer is the lead sponsor. Councilmembers Leventhal, Hucker, Katz, Rice, and Navarro are cosponsors. ZTA 17-07 would revise the definition and standards for light manufacturing and production, allowing some more permissive circumstances for the brewing and distilling of alcoholic beverages.
