Seems like there is some change, one cannot leave the e-bike anywhere. It has to be the right location.

Dockless Bikeshare Demonstration Program KBA has been updated to include information on e-scooter and e-bikes program that is launching on June 1, 2019. Keywords escooter or e-scooter bikeshare
Dockless vehicles will be available to anyone over the age of 18 that registers using a smartphone to download the company application or register over the phone and provide a credit card. The dockless vehicle will be unlocked using a smartphone to scan the "QR" code on the bike. Customers use a mobile phone application to locate a nearby e-bike or e-scooter with GPS. When a trip is completed, the e-bike or e-scooter can be parked wherever bike parking is allowed within a specified geographic area. A map showing jurisdictions that are excluded is located on the MCDOT website. E-bikes and e-scooters are not allowed to be ridden on the sidewalks in Montgomery County except for the City of Gaithersburg.
