The Federal Communications Commission (FCC) has issued a Further Notice of Proposed Rulemaking to get the public’s input on proposed changes to rules governing the Emergency Alert System (EAS), to provide for alert messages using the Common Alerting Protocol (CAP). CAP permits emergency alerts to be sent to users in voice; audio, or data files; images; and multilingual translations; and allows links to be sent that provide further information. The FCC’s Notice asks for comments on certain disability access issues in paragraphs 189-195. This item has possible impacts for people with disabilities, especially for persons with vision and hearing disabilities. </span><o:p></o:p></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif";color:black'>Links to the actual document are here: </span><o:p></o:p></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif";color:black'><a href="http://transition.fcc.gov/Daily_Releases/Daily_Business/2011/db0526/FCC-11-82A1.doc" title="http://transition.fcc.gov/Daily_Releases/Daily_Business/2011/db0526/FCC-11-82A1.doc">http://transition.fcc.gov/Daily_Releases/Daily_Business/2011/db0526/FCC-11-82A1.doc</a></span><o:p></o:p></p><p class=MsoNormal><span style='font-family:"Arial","sans-serif";color:black'><a href="http://transition.fcc.gov/Daily_Releases/Daily_Business/2011/db0526/FCC-11-82A1.pdf" title="http://transition.fcc.gov/Daily_Releases/Daily_Business/2011/db0526/FCC-11-82A1.pdf">http://transition.fcc.gov/Daily_Releases/Daily_Business/2011/db0526/FCC-11-82A1.pdf</a></span><o:p></o:p></p><div style='border:none;border-bottom:double windowtext 2.25pt;padding:0in 0in 1.0pt 0in'><p class=MsoNormal><span style='font-family:"Arial","sans-serif";color:black'><a href="http://transition.fcc.gov/Daily_Releases/Daily_Business/2011/db0526/FCC-11-82A1.txt" title="http://transition.fcc.gov/Daily_Releases/Daily_Business/2011/db0526/FCC-11-82A1.txt">http://transition.fcc.gov/Daily_Releases/Daily_Business/2011/db0526/FCC-11-82A1.txt</a></span><o:p></o:p></p><p class=MsoNormal> <o:p></o:p></p></div><p class=MsoNormal style='margin-bottom:5.0pt'><b><i><span style='font-family:"Cambria","serif";color:#333399'>Pursuant to statutory authorization, the Office of the Deaf and Hard of Hearing (ODHH) serves as an information clearinghouse on the needs and issues affecting deaf and hard of hearing individuals and provides this information as a service to the community.
