The Health Professionals Services Program is
designed to monitor the treatment and continuing
care of regulated health professionals who may be
unable to practice with reasonable skill and
safety, if their illness is not appropriately
managed. The enabling legislation provides a
non-disciplinary tool for health licensing boards
to deal with impaired health professionals who
recognize their illness and the need for
continuing care and/or practice limitations. The
committee will provide input to the Program
Committee, program and board staff. An advisory
committee is established to advise the program
committee consisting of: (1) one member appointed
by each of the following: the Minnesota Academy
of Physician Assistants, the Minnesota Dental
Association, the Minnesota Chiropractic
Association, the Minnesota Licensed Practical
Nurse Association, the Minnesota Medical
Association, the Minnesota Nurses Association,
and the Minnesota Podiatric Medicine Association;
(2) one member appointed by each of the
professional associations of the other
professions regulated by a participating board
not specified in clause (1); and (3) two public
members, as defined by section 214.02. Members
of the advisory committee shall be appointed for
two years and members may be reappointed.
Additional Information on how appointments are
made: Biennial Notice of Appointments to Program
Manager. Biennially on November 1st of odd
numbered years, the program manager will notify
each participating association of the need to
make a new appointment or confirm the
continuation of the current appointee by the
coming January 15th. Each participating
association must notify the program manager in
writing on or before January 15th of the even
numbered year of who their representative is and
who their alternate is (if they use an
alternate). HPSP does not offer members a
per-diem (Payment) for participating on the
Committee. Participation on the Committee is
voluntary. "Public member" means a person who is
not, or never was, a member of the profession or
occupation being licensed or regulated or the
spouse of any such person, or a person who does
not have or has never had, a material financial
interest in either the providing of the

council consists of 11 members including one

commissioner of health; one member from the
Pollution Control Agency; appointed by the
commissioner of the Pollution Control Agency;
three members who must be certified water supply
system operators, appointed by the commissioner
of health; three members who must be certified
wastewater treatment facility operators,
appointed by the commissioner of the Pollution
Control Agency; one member representing an
organization that represents municipalities,
appointed by the commissioner of health with the
concurrence of the commissioner of the Pollution
Control Agency; and two members of the public who
are not associated with water supply systems or
wastewater treatment facilities. One of the
members of the public shall be a representative
of academia in a water or wastewater related
field. One must be appointed by the commissioner
of health and the other by the commissioner of
the Pollution Control Agency. One of the water
supply system operators and one of the wastewater
treatment facility operator must be from outside
the metro area, and one wastewater operator must
come from the Metropolitan Council Environmental
Services. One of the water supply system
operators must representative a nonmunicipal
community or nontransient noncommunity water
supply system. The council meets quarterly in St. Cloud.

families. The policies must address how to
incorporate each agency's services into a unified
state and local system of multidisciplinary
assessment practices, individual intervention
plans, comprehensive systems to find children in
need of services, methods to improve public
awareness, and assistance in determining the role
of interagency early intervention committees. An
interagency coordinating council of at least 17,
but not more than 25 members is established in
compliance with the federal Individuals with
Disabilities Education Act (IDEA 2004) and M.S.
125A.28. The members must be appointed by the
governor. Council members shall elect the council
chair. The representative of the commissioner may
not serve as the chair. The council must be
composed of at least five parents, including
persons of color, of children with disabilities
under age 12, including at least three parents of
a child with a disability under age seven; five
representatives of public or private providers of
services for children with disabilities under age
five, including a special education director,
county social service director, local Head Start
director, and a community health services or
public health nursing administrator; one member
of the senate; one member of the house of
representatives; one representative of teacher
preparation programs in early childhood special
education or other preparation programs in early
childhood intervention; at least one
representative of advocacy organizations for
children with disabilities under age five; one
physician who cares for young children with
special health care needs; one representative
each from the commissioner of commerce,

individual's lifetime. The task force shall
coordinate with existing efforts relating to
autism spectrum disorders at the Departments of

of Minnesota and other agencies and organizations

force shall submit its strategic plan to the
legislature by January 15, 2013. The task force
shall continue to provide assistance with the
implementation of the strategic plan, as approved
by the legislature, and shall submit a progress
report by January 15, 2014, and by January 15,
2015, on the status of implementation of the
strategic plan, including any draft legislation
necessary for implementation. The Autism
Spectrum Disorder Task Force is composed of 19
members, appointed as follows: (1) two members of
the senate, one appointed by the majority leader
and one appointed by the minority leader; (2) two
members of the house of representatives, one from
the majority party, appointed by the speaker of
the house, and one from the minority party,

1. Purpose: A board of leading citizens

Operation: The board will meet three times a year

installation. The Board will be conducted in an
atmosphere of non-attribution, and the board
members will be held harmless with regard to
their intellectual contributions to the National
Guard. The agenda items for the meetings will
consist of two parts: a. State of the National
Guard address from the Adjutant General to advise
the board members of current activities and
issues. B. Special topic discussions on topics
nominated by the Adjutant General to gather input
from the board members to fulfill the purpose of
the board. Topics will be strategic level issues
with a focus to effect 5-15 years in the future.
Topics will either be generated by the Adjutant
General, or nominated by the board at a previous
meeting. Topics will be identified before the
meeting by the Adjutant General and materials
provided as described below. 4. Meeting
Preparation: Board members will be provided
read-ahead materials at least fifteen days in
advance of each meeting. The materials will
include the topics for discussion and background
information regarding facts and concerns of the
National Guard. The materials will be limited to
allow complete mastery in no more than 10 hours
of review prior to each meeting. 5. The Adjutant
General's expectations for Board Members: Board
members will be expected to participate in at
least two of the three scheduled meetings per
year. They will be expected to complete the
meeting preparation regime before the meetings.
They will actively participate in meetings and
contribute to the discussions and make
recommendations freely. For certain topics, board
members may be asked to complete non-disclosure
agreements. 6. Board Member Expectations: Board
members can expect to be provided adequate
guidance and materials to understand the issues
to be discussed at meetings well in advance. They
can expect their time to be used wisely. They can
expect to be treated with respect and deference
by the other members of the board and any
presenters or other participants. They can expect
to be challenged intellectually, and to have
their opinions, suggestions and other
contributions valued by the Adjutant General.
They can expect to be kept informed of the
outcomes of board recommendations, including
receiving minutes and progress reports in a
timely fashion following board meetings. Board
members will have access to the staff and to
subject matter experts in order to carry out
their duties. Board members can also expect to
develop valuable relationships, learn more about
the Minnesota National Guard and have a really
good time. Membership includes: At least one

preceding appointment. One RN must have
executive or teaching experience in a
baccalaureate degree nursing program; one RN must
have executive or teaching experience in an
associate degree nursing program; and one RN must
have executive or teaching experience in a
practical nursing program. These programs must be
approved by the Board and at least two years
experience must have occurred during the five
years immediately preceding appointment. One RN
must have national certification as a registered
nurse anesthetist, nurse practitioner, nurse
midwife, or clinical nurse specialist, and one RN
must be practicing professional nursing in a
nursing home at the time of appointment. The
remaining four members must be public members as
defined by Minnesota Statutes 214.02. A member
may be reappointed but may not serve more than
two full terms consecutively. The governor shall
attempt to make appointments to the Board that
reflect the geography of the state. Board
members who are nurses should reflect the broad
mix of practice types and sites of nurses
practicing in Minnesota. One-two day meetings

The governor shall select members of the council,
at his or her discretion after soliciting
recommendations from organizations representing a
broad range of individuals with developmental
disabilities and individuals interested in
individuals with developmental disabilities,
including the non-state agency members of the
council. The governor shall make appropriate
provisions to rotate the membership of the
council. The council shall include
representatives of the principal state agencies.
Not less than 60 percent of the membership of the
council shall consist of individuals with
developmental disabilities; parents or guardians
of children with developmental disabilities; or
immediate relatives or guardians of adults with
mentally impairing developmental disabilities who
cannot advocate for themselves; and not employees
of a state agency that receives funds or provides
services under this part, and who are not
managing employees (as defined in section 1126(b)
of the Social Security Act). First Wednesday of

August, October, and December), additional time
may be required on an "as needed

coverage for persons unable to obtain it through
ordinary means where coverage is required by law

marketplace. The statutory purpose of the
Association is not to be a market competition or
a market regulator. The association shall have a
board of directors composed of 11 persons chosen
as follows: seven persons elected by members of
the association at a meeting called by the
commissioner; eight public members, as defined in
section 214.02, appointed by the commissioner,
one of whom is a licensed medical health care
professional and two of whom are representing
groupos insured by the MJUA; and three members,
appointed by the commissioner representing groups
to whom coverage has been extended by the
association. The terms of the members shall be
four years. Terms may be staggered so that no
more than six members are appointed or elected
every two years. Members may serve until their
successors are appointed or elected. If at any
time no coverage is currently extended by the
association, then either additional public
members may be appointed to fill these three
positions or, at the option of the commissioner,
representatives from groups who had previously
been covered by the association may serve as
directors. In the event that the commissioner
assigns the responsibility for administering
Chapter 62F to the Minnesota Joint Underwriting
Association, the board of directors must be
increased by four additional members. The
commissioner shall appoint two of the additional
members, one of whom must be a licensed health
care provider, and one of whom must be a public

of electric, natural gas, and local, landline
telephone companies, as well as need and

members may be from the same political party. At
least one member must have been domiciled at the
time of appointment outside the seven county

property and utility evaluation, finance,

agriculture, or natural resources, as well as

$200,000. The state Designer Selection Board
consists of seven individuals, the majority of

individual whose name and qualifications shall be
submitted to the commissioner of administration
for consideration: the Consulting Engineers
Council of Minnesota after consultation with

The State Rehabilitation Council is responsible
for advising state government on the performance
of Minnesota's Vocational Rehabilitation
programs. They advise and assist in preparation
of the state plan for Vocational Rehabilitation
Services; review and analyze the effectiveness
of, and consumer satisfaction with, vocational
rehabilitation services; they conduct needs
assessments; report to the Governor and the U.S.
Department of Education on the status of
vocational rehabilitation programs; coordinate
activities with other state Councils with
interest in the issues pertaining to disability
and employment; and hold hearings and forums
necessary to carry out the duties of the
Council. A majority of members must be persons
with a disability, including at least: one
representative of the Statewide Independent
Living Council; one representative of a parent
training and information center; one
representative of the client assistance program;
one vocational rehabilitation counselor; one
representative of community rehabilitation
service providers; one representative of the
directors of the American Indian VR Projects in
Minnesota: one representative of the State
Workforce Investment Board, one representative of
Special Education from the Department of
Children, Families and Learning; four
representatives of business, industry and labor;
representatives of disability advocacy groups;
and current or former applicants for or
recipients of vocational rehabilitation
services. The Director of the designated State
VR unit shall be an ex officio member of the
Council. Council members are appointed for
three-year terms and no member may serve more
than two consecutive terms. Meetings are held
the fourth Wednesday of every month, except for
July, and a combined November-December meeting is
held the first week of December. Other exceptions

The council shall monitor, review, and evaluate
the implementation of the state plan for
independent living; jointly develop and submit in
conjunction with the designated state agencies,
the state plan required in section 704 of the
Rehabilitation Act of 1973 as amended by Public
Law 93-112; coordinate activities with the State
Rehabilitation Council and the State
Rehabilitation Council for the Blind established
under section 105 of the Rehabilitation Act and
other councils that address the needs of the
specific disability populations and issues under
other federal law; ensure that all regularly
scheduled meetings of the council are open to the
public and sufficient advance notice is provided;
and submit to the Commissioner of Rehabilitation
Services Administration such periodic reports as
the Commissioner may reasonably request and keep
such records, and afford such access to such
records as the Commissioner finds necessary to
verify such reports. The 21 member council must
include at least one director of a center for IL
selected by the directors of CILS for IL within
the state, a 121 proj. director, as well as
nonvoting members from the VRS, SSB, and other
state agencies. The council may include other
representatives from centers; parents and legal
guardians of individuals with disabilities;
advocates of and for individuals with
disabilities; representatives from private
businesses; representatives from organizations
that provide services for individuals with
disabilities; and other appropriate individuals.
A majority of the members must be individuals
with disabilities, as defined in 364.4(b), and
not employed by any state agency or center.

health. The 30 members include the commissioners

representatives of children's mental health
advocacy groups; three providers of children's
mental health services (preadolescent,
adolescent, and hospital-based); parents of
children who have emotional disturbances; a
present or former consumer of adolescent mental
health services; educators currently working with
emotionally disturbed children; people
knowledgeable about the needs of emotionally
disturbed children of minority races and
cultures; people experienced in working with
emotionally disturbed children who have committed
status offenses; members of the advisory council;

serve as a designated representative of a
membership organization of disabled persons or

communications technology in general and

The Council is intended as an advisory group with
a mission of providing the Commissioner of
Veterans Affairs with information and
professional expertise on any and all aspects of
the delivery of quality long term care to
veterans. The Council's duties include, but are
not limited to: 1) Developing a new vision and
strategic plan for the veterans homes that
complements the Department of Veterans Affair's
overall veterans service programs; 2) Providing
recommendations and advice on matters such as
clinical performance and system-wide quality
improvement efforts, the culture and working
environment of the veterans homes, and other
operational and organizational functions of the
veterans homes; 3) studying and reviewing current
issues and trends in the long term care industry
and the veterans community; 4) providing
recommendations to the Commissioner on
alternative options for the delivery of long term
care to veterans so that veterans and their
families can determine appropriate services under
models similar to those available in the
community; 5) establishing, as appropriate,
subcommittees or ad hoc task forces of Council
members, stakeholders and other individuals with
expertise or experience to address specific
issues; and 6) reviewing and providing advice on
any other matters at the request of the
Commissioner. The Council shall be comprised of
nine public members appointed by the Governor,
and as follows: 1) Seven members with extensive
expertise in health care delivery, long-term
care, and/or veterans services; 2) One licensed
clinician (a physician, physician assistant, or a
nurse practitioner); 3) one additional member; 4)
the Governor will designate one member to serve
as chair. The commissioner, or commissioner's
designee, is an ex officio, nonvoting member of
the council. Meetings are held on a quarterly basis.
