Executive Pathways Internship Program

The Executive Pathways Internship Program at the Minnesota Department of Human Services is a paid summer internship opportunity for students interested in public service careers. Students in public policy, statistics, social work, law, information technology, and other human services-related programs of study are encouraged to consider an internship through the Executive Pathways Internship Program at the Minnesota Department of Human Services (DHS).

Department of Human Services

The Minnesota Department of Human Services (DHS) is part of the executive branch of state government, headed by a commissioner appointed by the governor and approved by the state Senate. Appointed by Gov. Mark Dayton on Jan. 11, 2011, Commissioner Lucinda Jesson leads one of the state's largest agencies with a current biennial budget of $28.5 billion and about 6300 full and part time employees statewide.

Eligibility

You must:

 Be a full time student enrolled in a degree seeking program.

 Be a rising senior in summer 2014, a current senior in an undergraduate program or enrolled in a graduate program of study in Public Affairs, Public Health, Social Work, Law, Human Services, Political Science, Statistics, or related areas. Students who possess the necessary requirements of the respective internship positions are encouraged to apply.

 Have good academic standing in your current field of study. You must provide us with an unofficial transcript. First term graduate students without grades must provide an unofficial transcript that shows courses enrolled in. In addition to a current transcript, first term graduate students should provide an unofficial undergraduate transcript.

 Be available to work part-time or full-time or, up to 300 hours total.

 Submit two letters of recommendation, one of which must be from a current academic professor from your current degree program.

 Pass a criminal background check before you start your internship.

 Provide proof of permission to work in the U.S. before your placement begins.

 Law students must submit a sample of legal writing.



Timing of internships

The Executive Pathways Internship Program offers summer internships that begin in early June. Students work up to 300 hours during the placement. Schedules can be arranged depending on the needs of a specific placement.

Application deadline

Completed applications are due by 11:59 p.m., Sunday DECEMBER 15, 2013.

2014 Executive Pathways Internship Descriptions

All internships require good written and oral communication, analytical skills, and the ability to work in teams with diverse populations.

Business Area: Children and Family Services

Division: Community Partnership/Economic Opportunity

Preferred Educational Qualifications and Skills:

Undergraduate or graduate student in Human Services, Psychology, Public Administration or Policy, Social Work, Sociology, Political Science

Computer Skills: Microsoft Office

Travel Required

Internship Description: The intern will assist with conducting a more in-depth statewide investigation of the circumstances that led to people needed DHS funded emergency shelter, or the barriers they face when attempting to leave shelters for permanent housing. The intern will travel to homeless shelters throughout the state, using case file sampling, focus group interviews with providers and shelter residents, and quantitative surveys to understand what led to participants’ homelessness.

Division: State Managed Care Ombudsman’s Office

Preferred Educational Qualifications and Skills:

Undergraduate or graduate student in Statistics, Social Work, Human Services, Public, Public Administration or Policy, Sociology, Public Health

Computer Skills: Microsoft Office

Internship Description: The State Managed Care Ombudsman’s office receives a large amount of data from Managed Care Organizations (MCOs). The MCOs are required to report this data concerning: appeals, grievances, state fair hearings and denials and termination or reductions for enrollees. The ombudsman office uses this data to compile reports for the MN Dept. of Health, the MCOs and for the public. The intern will assist with pulling additional information from this data. There have been approximately 30,000 additional enrollees to the MCOs through the Special Needs Basic Care program since 2012. The intern will analyze the data to learn more about the new enrollees, and determine what the data reflects regarding any differences among racial or ethnic groups and the MCO data.

Division: Operations Support

Undergraduate or graduate student in Business Administration, Human Services, Law, Public Administration or Policy, Political Science

Internship Description: The intern will perform research and analysis on variety of topics including but not limited to health care operations, accreditation and civil commitment, health care licensure and certifications, etc. The intern will also assist in analyzing and summarizing court decisions, opinions that impact the operations of Direct Care and Treatment. The intern may also participate in the Special Review Board hearings and end of Confinement Review. 3

Division: Communications/Direct Care and Treatment

Undergraduate student in Communications, Public Administration or Policy

Internship Description: The intern will work with the Direct Care and treatment communications staff to produce comprehensive public information about the work of this area and its various functions; develop targeted communications for staff, stakeholders and others; coordinate web content; collaborate on proactive campaigns to ensure messages and timing are coordinated and effective, and assist in the coordination of administration events.

Division: Benefit Recovery/Tort Recovery Unit

Preferred Educational Qualifications and Skills:

Graduate student in Law

Computer Skills: Word, Excel, ability to learn legacy systems

Internship Description:

The function of the Tort Recovery Unit is to intervene in Workers’ Compensation and Tort Liability lawsuits where Medicaid has paid for services, and to recover the State’s interests. The intern will be involved with legal research projects in Tort and Worker’ compensation; following up with attorneys in active interventions and responding to attorney inquiries, working on legislative initiatives, working to review whether the unit is in compliance with federal and state laws, and recommending solutions and working on system modernization of the Tort Recovery Unit.

Undergraduate or graduate student in Business Administration, Law, Public Administration or Policy

Computer Skills: Microsoft Office, SharePoint

Internship Description:
Within DHS, the intern will work with SharePoint site owners to review documents and identify materials that need revisions or removal because they are no longer accurate or relevant, and develop new materials or documents to meet emerging needs. The intern will have the opportunity to observe and participate in cross-agency teams and gain a broader perspective on the department mission.
