The Health Professionals Services Program is designed to monitor the
treatment and continuing care of regulated health professionals who may
be unable to practice with reasonable skill and safety, if their illness
is not appropriately managed. The enabling legislation provides a
non-disciplinary tool for health licensing boards to deal with impaired
health professionals who recognize their illness and the need for
continuing care and/or practice limitations. The committee will
provide input to the Program Committee, program and board staff. An
advisory committee is established to advise the program committee
consisting of: (1) one member appointed by each of the following:
the Minnesota Academy of Physician Assistants, the Minnesota Dental
Association, the Minnesota Chiropractic Association, the Minnesota
Licensed Practical Nurse Association, the Minnesota Medical Association,
the Minnesota Nurses Association, and the Minnesota Podiatric Medicine
Association; (2) one member appointed by each of the professional
associations of the other professions regulated by a participating board
not specified in clause (1); and (3) two public members, as defined by
section 214.02. Members of the advisory committee shall be
appointed for two years and members may be reappointed. Additional
Information on how appointments are made: Biennial Notice of
Appointments to Program Manager. Biennially on November 1st of odd
numbered years, the program manager will notify each participating
association of the need to make a new appointment or confirm the
continuation of the current appointee by the coming January 15th.
Each participating association must notify the program manager in writing
on or before January 15th of the even numbered year of who their
representative is and who their alternate is (if they use an
alternate). HPSP does not offer members a per-diem (Payment) for
participating on the Committee. Participation on the Committee is
voluntary. "Public member" means a person who is not, or never

desirable for regulating the operation of water supply systems and
of wastewater treatment facilities. The council consists of 11
members including one member from the Department of Health, Division of
Environmental Health, appointed by the commissioner of health; one member
from the Pollution Control Agency; appointed by the commissioner of the
Pollution Control Agency; three members who must be certified water
supply system operators, appointed by the commissioner of health; three
members who must be certified wastewater treatment facility operators,

representing an organization that represents municipalities, appointed by

wastewater treatment facility operator must be from outside the metro
area, and one wastewater operator must come from the Metropolitan Council
Environmental Services. One of the water supply system operators

The Council must address methods of implementing a statewide system of
comprehensive, coordinated, multidisciplinary interagency programs of
early intervention services for young children with disabilities and
their families. The duties of the council include recommending
policies to ensure a comprehensive and coordinated system of all state
and local agency services for children under age five with disabilities
and their families. The policies must address how to incorporate
each agency's services into a unified state and local system of
multidisciplinary assessment practices, individual intervention plans,
comprehensive systems to find children in need of services, methods to
improve public awareness, and assistance in determining the role of
interagency early intervention committees. An interagency
coordinating council of at least 17, but not more than 25 members is
established in compliance with the federal Individuals with Disabilities
Education Act (IDEA 2004) and M.S. 125A.28. The members must be
appointed by the governor. Council members shall elect the council chair.
The representative of the commissioner may not serve as the chair. The
council must be composed of at least five parents, including persons of
color, of children with disabilities under age 12, including at least
three parents of a child with a disability under age seven; five
representatives of public or private providers of services for children
with disabilities under age five, including a special education director,
county social service director, local Head Start director, and a
community health services or public health nursing administrator; one
member of the senate; one member of the house of representatives; one
representative of teacher preparation programs in early childhood special
education or other preparation programs in early childhood intervention;
at least one representative of advocacy organizations for children with
disabilities under age five; one physician who cares for young children
with special health care needs; one representative each from the
commissioner of commerce, education, health, human services and economic
security; one representative of the agency who deals with child care; and
a representative from Indian health services or a tribal council. Section
15.059, subdivisions 2 to 5, apply to the council. With the 2004
reauthorization of IDEA, the ICC is in need of representatives from the
State agency responsible for the state Medicaid program; Office of the
Coordinator of Education of Homeless Children and Youth; State Child
Welfare Agency responsible for Foster Care; and State Agency responsible

The board advises the Department of Labor and Industry on medical matters
relating to workers' compensation, makes determinations on inappropriate,
unnecessary or excessive treatment under M.S. 176.103, subd. 2, and may
issue penalties for violation of rules following a contested case
procedure under chapter 14 under M.S. 176.103, subd.3. There is
created a Medical Services Review Board composed of the commissioner or
the commissioner's designee as an ex officio member, two persons
representing chiropractic, one person representing hospitals, one
physical therapist, one registered nurse, one occupational therapist, and
six physicians representing different specialities which the commissioner
determines are the most frequently utilized by injured employees.
The board shall also have one person representing employees, one person
representing employers or insurers. The members shall be appointed by the
commissioner and shall be governed by section 15.0575. Terms of the
board's members may be renewed. The board may appoint from its
members whatever subcommittees it deems appropriate.
Nothwithstanding section 15.059, this board does not expire unless the
board no longer fulills the purpose for which the board was established,
the board has not met in the last 18 months, or the board does not comply
with the registration requirements of section 15.0599, subdivision
3. The commissioner may appoint alternates for one-year terms to
serve as a member when a member is unavailable. The number of
alternates shall not exceed one chiropractor, one physical therapist, one
registered nurse, one hospital rerpresentative, three physicians, one
employee representative, one employer or insurer representative, and one
occupational therapist. Meetings are held the third Thursday

The task force shall develop an autism spectrum disorder statewide
strategic plan that focuses on improving awareness, early dignosis, and
intervention and on ensuring delivery of treatment and services for
individuals diagnosed with an autism spectrum disorder, including the
coordination and accessibility of cost effective treatments and services
throughout the individual's lifetime. The task force shall
coordinate with existing efforts relating to autism spectrum disorders at
the Departments of Education, Employment and Economic Development,
Health, and human Services and at the University of Minnesota and other
agencies and organizations as the task force deems appropriate. The
task force shall submit its strategic plan to the legislature by January
15, 2013. The task force shall continue to provide assistance with
the implementation of the strategic plan, as approved by the legislature,
and shall submit a progress report by January 15, 2014, and by January
15, 2015, on the status of implementation of the strategic plan,
including any draft legislation necessary for implementation. The
Autism Spectrum Disorder Task Force is composed of 19 members, appointed

1. Purpose: A board of leading citizens representing various civilian

self-nomination through the Office of the Secretary of State. Board

Two meetings will be single day events, conducted in a conference
setting. The third meeting will be a two-day event conducted at a state
military installation. The Board will be conducted in an atmosphere of
non-attribution, and the board members will be held harmless with regard
to their intellectual contributions to the National Guard. The agenda
items for the meetings will consist of two parts: a. State of the
National Guard address from the Adjutant General to advise the board
members of current activities and issues. B. Special topic discussions on
topics nominated by the Adjutant General to gather input from the board
members to fulfill the purpose of the board. Topics will be
strategic level issues with a focus to effect 5-15 years in the future.
Topics will either be generated by the Adjutant General, or nominated by
the board at a previous meeting. Topics will be identified before the
meeting by the Adjutant General and materials provided as described
below. 4. Meeting Preparation: Board members will be provided read-ahead
materials at least fifteen days in advance of each meeting. The materials
will include the topics for discussion and background information
regarding facts and concerns of the National Guard. The materials will be
limited to allow complete mastery in no more than 10 hours of review
prior to each meeting. 5. The Adjutant General's expectations for Board
Members: Board members will be expected to participate in at least two of
the three scheduled meetings per year. They will be expected to complete
the meeting preparation regime before the meetings. They will actively
participate in meetings and contribute to the discussions and make
recommendations freely. For certain topics, board members may be asked to
complete non-disclosure agreements. 6. Board Member Expectations: Board
members can expect to be provided adequate guidance and materials to
understand the issues to be discussed at meetings well in advance. They
can expect their time to be used wisely. They can expect to be treated
with respect and deference by the other members of the board and any
presenters or other participants. They can expect to be challenged
intellectually, and to have their opinions, suggestions and other
contributions valued by the Adjutant General. They can expect to be kept
informed of the outcomes of board recommendations, including receiving
minutes and progress reports in a timely fashion following board
meetings. Board members will have access to the staff and to subject
matter experts in order to carry out their duties. Board members can also
expect to develop valuable relationships, learn more about the Minnesota
National Guard and have a really good time. Membership

teaching experience in a practical nursing program. These programs must
be approved by the Board and at least two years experience must have
occurred during the five years immediately preceding appointment.
One RN must have national certification as a registered nurse
anesthetist, nurse practitioner, nurse midwife, or clinical nurse
specialist, and one RN must be practicing professional nursing in a
nursing home at the time of appointment. The remaining four members must
be public members as defined by Minnesota Statutes 214.02. A member
may be reappointed but may not serve more than two full terms
consecutively. The governor shall attempt to make appointments to
the Board that reflect the geography of the state. Board members
who are nurses should reflect the broad mix of practice types and sites

the governor and legislature. The commission consists of 25

Carry out responsibilities in P.L. 106-402 to assure that people with
developmental disabilities and their families receive the necessary
supports/services to achieve increased independence, productivity, self
determination, integration and inclusion in the community. Set out
in the Developmental Disabilities Assistance and Bill of Rights Act (DD
Act) (P.L. 106-402). The governor shall select members of the council, at
his or her discretion after soliciting recommendations from organizations
representing a broad range of individuals with developmental disabilities
and individuals interested in individuals with developmental
disabilities, including the non-state agency members of the council. The
governor shall make appropriate provisions to rotate the membership of
the council. The council shall include representatives of the principal
state agencies. Not less than 60 percent of the membership of the council
shall consist of individuals with developmental disabilities; parents or
guardians of children with developmental disabilities; or immediate
relatives or guardians of adults with mentally impairing developmental
disabilities who cannot advocate for themselves; and not employees of a
state agency that receives funds or provides services under this part,
and who are not managing employees (as defined in section 1126(b) of the
Social Security Act). First Wednesday of the even-numbered months
(February, April, June, August, October, and December), additional time
may be required on an "as needed basis". Meetings are

purpose of sections 136.25 to 136.42, the authority shall have the powers
and duties set forth in Subd. 2 to 23. The ten members include

The association provides liability insurance coverage for persons unable
to obtain it through ordinary means where coverage is required by law or
is necessary for the conduct of business and serves a public
purpose. The Association will provide insurance to eligible persons
or entities unable to obtain insurance in the private marketplace.
The statutory purpose of the Association is not to be a market
competition or a market regulator. The association shall have a
board of directors composed of 11 persons chosen as follows: seven
persons elected by members of the association at a meeting called by the
commissioner; eight public members, as defined in section 214.02,
appointed by the commissioner, one of whom is a licensed medical health
care professional and two of whom are representing groupos insured by the
MJUA; and three members, appointed by the commissioner representing
groups to whom coverage has been extended by the association. The
terms of the members shall be four years. Terms may be staggered so
that no more than six members are appointed or elected every two
years. Members may serve until their successors are appointed or
elected. If at any time no coverage is currently extended by the
association, then either additional public members may be appointed to
fill these three positions or, at the option of the commissioner,
representatives from groups who had previously been covered by the
association may serve as directors. In the event that the
commissioner assigns the responsibility for administering Chapter 62F to
the Minnesota Joint Underwriting Association, the board of directors must
be increased by four additional members. The commissioner shall
appoint two of the additional members, one of whom must be a licensed
health care provider, and one of whom must be a public member.
Association members shall elect the other two members, one of whom must
be representative of medical malpractice insurers, and one of whom
must be a representative of personal injury liability insurers.

The authority's purpose is to develop the state's agricultural resources
by extending credit on farm real estate security and depreciable
agricultural property (improvements, machinery, animals). The

items. Other loan participation programs provide for restructuring farmer

The commission regulates the rates and services of electric, natural gas,
and local, landline telephone companies, as well as need and locational
certification for large energy facilities. It does so through
public hearings, contested case hearings, rulemaking hearings and
resolving informal complaints. The commission is a five member body
with legislative and quasi-judicial functions. No more than three
members may be from the same political party. At least one member
must have been domiciled at the time of appointment outside the seven
county metropolitan area. Consideration is given to persons learned
in the law or persons who have engaged in engineering, public accounting,
or property and utility evaluation, finance, physical or natural
sciences, production agriculture, or natural resources, as well as being
representative of the general public. Members may not be in the
employ of or holding any official relation to or pecuniarily interested
in any individual proprietorship, firm, co-partnership, corporation or
association, the activities of which are wholly or partially subject to
regulation by the Public Utilities Commission, nor serve on or under any
committee of any political party. Members may not receive any
income, other than dividends or other earnings from a mutual fund or
trust if these earnings do not constitute a significant portion of the
person's income, directly or indirectly from any public utility or other
organization subject to regulation by the commission. No person is
eligible to be appointed as a member if the person has been employed with
an entity, or an affiliated company of an entity, that is subject to rate
regulation by the commission within one year from the date when the
person's term on the commission will begin. Members may not obtain
employment from an entity, or an affiliate, that is subject to rate

greater than $200,000. The state Designer Selection Board consists
of seven individuals, the majority of whom must be Minnesota residents.
Each of the following four organizations shall nominate one individual
whose name and qualifications shall be submitted to the commissioner of
administration for consideration: the Consulting Engineers Council of
Minnesota after consultation with other professional engineering
societies in the state; the AIA Minnesota; the Minnesota chapter of the
Associated General Contractors after consultation with other commercial
contractor associations in the state; and the Minnesota Board of the
Arts. The commissioner may appoint the four named individuals to the
board but may reject a nominated individual and request another
