The appis called 'tempo perfect', and I've been using the iPhone  version successfully.  It looks to me as if there is an iPod version as well.

I recently got an iPod Touch.  I was wondering if there are any 
free metronome Apps that you can download from iTunes or the App 
store that are accessible with VoiceOver.  I've looked myself and 
all the ones that I've found aren't accessible.
