I don't know  about translating music Or  those kind of things but you can
do a search for Bill Brown's music for the blind. 
He takes a blind student through the lessons verbaly breaking down a piece
note by note and phrase by phrase. He has general lessons and then you can
get lessons for individual songs. 
Not sure if that is what you are looking for but might be useful depending
on what else you find.
