If you sent an email to the email address with +subscribe as part of the address you should be subscribed. Unless you received a message saying your status is pending or awaiting approval etc. If you didn’t receive a message like that it’s safe to assume it was approved and you can just send a message to the group just remove the +subscribe from the email address to email the group. 
It’s possible that the email list is low traffic in favor of the What’s App group.
You can also join the RWP discussion group for reaper as well. I believe reaper accessibility.com should have info on joining the RWP email list.
