Even 88 keys can be portable. How much do you want to spend? There is a large spectrum of piano keyboards. 
Unfortunately a lot of the keyboards now are not accessible with screens being used for controlling it.
One option that does not get a lot of coverage is to get a  midi controller keyboard that you would connect to a computer or even garage band on  an iPad. It might take a bit of tinkering to set things up but eventually it could be better for the long term for a blind person. The sound would be generated from the computer or iPad.

Thanks! Honestly, I didn't think about that. I thought portable was better due to taking up space in a room, but I would honestly like suggestions as to what would be best to learn on. Would 64 keys be better? 
I am open to any and all. I just want something where I can learn, play and do both chords and melodies.

Well, I was given the Yamaha P105 which is all 88 keys but singers as you want something smaller are you looking for something that has like 64 keys or 32 keys? Any line of Yamaha products has these configurations I mean you can even probably get one that has 24 keys which spans I think three octaves. And I meant 61 keys not 64 finger slipped.
