I must agree with Peter in this instance. While this might look good 
on the surface, I am not sure it will help disabled people in the long run.

While I haven't investigated the scheme completely, it looks like to 
me these "investigations" result in so-called ADA drive-by lawsuits. 
All this does is raise money for lawyers, and creates negative 
feelings towards disabled persons.  In the long run, this is not the 
constructive way to create accessibility.
