I think it has more to do with what people were likely to order most 
often.  Regardless of what we think works best, a lot of people 
insist that a cane should be sternum height and folding so that you 
can put it away any time you "don't need to have a cane".

The program should still include longer canes, in my opinion, since 
we want to encourage people to use a cane that is long enough for 
them to get around safely.
