Actually I called t-mobial and they said just about the same thing, except I
think it is turned on and you can disable the network feature under the
settings menu if memmory serves me. Data roming is on if you have a data
plan.

I was under the assumption, and I only know this for T-Mobile for certain...

but that international roaming is not turned on by default. it is something
that needs to be requested...
