>From what I understand, the state government gives the commission and other such agencies enough funds for programs, even if they are out of state, and, if you can justify it, I do believe that they are legally bound to pay the full sum, due to the fact that the government gives them enough money to do so.

I suggest you talk with an attorney though, because it looks like the thing you have to figure out is if they are legally bound to pay full price. If they are, you can go ahead with your case, but if they're not than you're basically by yourself.
