It's not rumors. It became officially legal one or two months ago. You can look it up on the website of the Library of Congress and others.

The truth is that most software available for jailbroken iPhones only is not accessible with VoiceOver, including the Cydia package manager. I would only recommend jailbreaking to a blind user if he/she needs to unlock the phone. And even for that, sighted help is necessary.
