SO,  does this mean that just because I am a member of this mailing list I
am also a member of NABS? Or what does it mean to be a member of NABS?

Well said. I believe the definition of being a "member" of NABS should
be loose. We want to share information and network with all blind
students, whether or not they have chosen to be actively involved in
the Federation. Of course, we welcome the contributions of those of
you who decide to pay dues, vote and/or run for offices, but we don't
exclude anyone from our listserv, conference calls or meetings.
At our convention business meeting, we do have a system for ensuring
that only paid members vote. When you pay your $5 dues, you will get a
set of ballots to use for voting. If you do not wish to pay the $5,
you are more than welcome to attend our meeting, but you will not be
able to vote.
