[nabs-l] proposition for amendment to constitution

and yes, they do.
 only people who are at convention can pay dues, so only peiople at
convention can vote.  This is the case with just about every affiliate
and affiliated student division I am aware of.  Besides, as Arielle
pointed
 out in another  thread, we only collect dues at national convention
