As someone said before, it depends on the country. In Spain, for example, it's fairly easy to get a guide dog at no cost from the blind organization here. People have to stay in a waitlist for a while but it's not too bad. That's why many many people have dogs. I would say probably half of the blind people I've seen around here have one.
