Hi Gloria,

There's a 32-page list of the scholarships available for blind 
students, which was compiled by the Jewish Guild for the Blind.  
Sorry, I don't have the link, so maybe a Google search for 
"scholarships for blind students" or something like that would 
come up with it.

I'm not sure the citation, and the section of the ADA, but I 
heard it
on the news, in June, of 2011.
