Arkansas has Services for the Blind under the Department of Human Services. It does have a board of directors appointed by the Governor, however, I am not sure if the Director answers to the board or the Director of Human Services. There is also Department of Vocational Rehabilitation which serves all other disabilities besides blindness.

I seldom think about my limitations, and they never make me sad. Perhaps there is just a touch of yearning at times; but it is vague, like a breeze among flowers.
