Right. I believe they have the right to make this policy. I only wish such 
readers were competent readers.

the DSS office does have the authority to make a demand like this if it
is an extension of the actual school policy. Hiring a reader for a test
doesn't really insure that you'll have someone that the staff can trust,
so they like to try to provide readers which is probably the first issue.
