[nabs-l] overdrive and public library access

I've only been to one library that was accessible and it was in Phoenix. 
Most libraries are ran on grants, donations and whatever other money 
they can pull together. Installing a random $1200 copy of jaws just in 
case is generally out of the question--do you know how many books can be 
bought for that much money?
