[nabs-l] whats up with my ipad mini

It doesn't.  I need to restora the device.  What's the easiest 
way.  I also infact locked my ipad with a passcode and it wont 
accept it when using find my iphone.

It may be that the battery percentage on your status bar is 
simply not refreshing.  This is a problem I have experienced on a 
number of occasions on my iPhone since the update to I OS 9.  In 
order to refresh this status bar item, go to settings and select 
battery.  Under this heading there will be a toggle which is 
labeled "battery percentage." Double tap to turn this off, then 
immediately double tap again to turn it back on.  If you check at 
the top right corner of your status bar again, you should see a 
more accurate percentage.  Hope this helps.

 I am sorry to hear what is going on with your IPad
 have you tried double clicking your home button and closing all 
of your apps? This can be done by flicking your finger up then 
double tapp your apps until your app switcher is empty.  If you 
are not using voice-over, press and hold on an app while you 
swipe up.  If you already did so, try holding down the home 
button with the power until you see the apple symbol then let go.  
The last thing I can recommend will be to go to settings, 
general, reset then reset all settings.  Hit yes to all the 
alerts that come up.  If you use voice-over or siri these will be 
disabled so you may want to get sighted help.
